Öz/Özet

Avrupa’da demokratikleşme sürecinin ve sosyal korporatizmin bir sonucu olarak ortaya çıkan sosyal diyalog, resmi olarak ilk dönemde işçi ve işveren tarafları arasındaki görüşmeler şeklinde iken, zamanla geçmişten gelen anlayışın etkisiyle önemli ilerlemeler kaydetmiş; devletin ve diğer çıkar gruplarının taraf olduğu sektörel ve sektörlerarası düzeylerde komiteler vasıtasıyla gerçekleştirilen üçlü ve çoklu diyaloğa dönüşmüştür. Çalışma hayatında uzlaşmanın katılımcı demokrasi yoluyla tesis edilmesinde en etkili yöntemlerden olan sosyal diyaloğun Avrupa’daki yapısını; ortaya çıkış süreci, düzeyleri ve işleyişi ile birlikte değerlendiren bu çalışma; Avrupa’da sosyal diyaloğun sektörel ve sektörlerarası düzeylerdeki etkinliğini değerlendirmektedir.  Bu kapsamda yöntem olarak literatür taramasına dayanan çalışmanın amacı; Avrupa’da sosyal diyaloğun gerçekleştiği düzeyleri çalışma yaşamındaki yansımaları ile birlikte analiz etmektir.

Abstract

The social dialogue, which emerged as a result of the democratization process and social corporatism in Europe, was formally the negotiations between the workers and employer parties in the first period, but in the course of time it made significant progress with the impact of the understanding coming from the past. It has been transformed into a triple and multi-dialogue by means of committees at the sectoral and intersectoral levels where the state and other interest groups are parties. The European structure of social dialogue, which is one of the most effective methods of establishing reconciliation through participatory democracy in working life; this study evaluating the emergence process, levels and good practice examples; it evaluates the effectiveness of social dialogue in sectors at sectoral and intersectoral levels. In this context, the study’s main purpose which is based on literature review is to evaluate the levels of social dialogue in Europe together with the reflections of working life.
